i sampled something… do i need permission?

i just sampled a song called “you send me” by ponderosa twins plus one (same album as bound, the song ye sampled). but the song is really obscure and this is my first release so im wondering if i would get in trouble? i dont want to bother with these legal contracts. its important to note that i sampled like 25 seconds of it and it takes up like 1/3 of the song
